Open Innovation Service for Emerging Business (OpenINNO) was a two-year, ENPI-funded project (2012-2013) that examined the developmental opportunities offered by regional open innovation ecosystems in partner regions (Finland and Russia). The aim was to determine what measures should be included in regional innovation policy to support new cross-border growth enterprises and promote academic enterprise.
